Wholesale Broadband Agreement (WBA)

The Wholesale Broadband Agreement (WBA) is the contractual vehicle that NBN Co uses to supply its products and services¹ to its wholesale customers.

This version of the WBA constitutes a standard form of access agreement for the purposes of Part XIC of the Competition and Consumer Act 2010, resulting in the declaration of the products and services supplied under its terms.

We are continuing to engage with the Australian telecommunications industry regarding the further enhancement of the WBA, via the Contract Development Process set out in the WBA itself. NBN Co expects this process of bilateral and multilateral engagement will lead to the publication of a long-term WBA in the last quarter of 2012.

NBN Co recognises that it will play a central and transformational role in the Australian telecommunications industry. The framework that we have established through the WBA is intended to assist our wholesale customers to provide innovative solutions whilst maintaining the non-discriminatory and level playing field long sought by the industry.

Note: The NBN Co Operations Interaction Forum Terms of Operations and the NBN Co Operations Manual High Level Road are published in accordance with Clause C1.2(a) of the WBA.

On 6 April 2012, NBN Co introduced B2B specifications to the WBA, which were developed in consultation with its wholesale customers through the NBN Co B2B Forum. These B2B specifications govern the business processes and message level interactions for the Access Seeker Industry Interface, which is the interface to our B2B Access component of the Platform Interfacing Service.

The B2B Interaction Business Processes, B2B Gateway Architecture, and B2B Product Definition Technical Specifications describe architectural requirements and considerations when developing IT platform and business system integration solutions to ensure interoperation with NBN Co. Each business process maps to messages on the B2B Gateway. B2B Interface Technical Specifications define each message in terms of its structure, business rules, and message examples. B2B Developer’s Guides provide guidance on constructing and interpreting NBN Co ebXML messages.
